Our story began with a simple question
Why do so many people who desperately need support never receive it?
In 2014, Emma Harrison was working as a case manager for a local citizens advice bureau in Manchester. Every week she met people who were struggling financially despite being eligible for substantial benefits. Single parents working multiple jobs who didn't know they qualified for Working Tax Credits. Disabled individuals who had given up after their PIP applications were denied. Elderly couples living on inadequate pensions when Pension Credit would have doubled their income.
The pattern was clear: the system existed to help, but accessing that help required knowledge, persistence, and often professional expertise that most people simply didn't have.
Building something better
Emma partnered with David Chen, a former DWP assessor who understood the internal processes from the other side. Together they founded Luminous Shine with a focused mission—make benefits accessible to everyone who qualifies, regardless of their ability to navigate bureaucracy.
They started with a small office in Salford and a commitment to transparency. No hidden fees. No false promises. Just honest assessment of eligibility and expert guidance through the application process.
What drives us
We've seen what happens when people receive the support they're entitled to. Families move from crisis mode to stability. Individuals with disabilities get the equipment and care they need. Carers receive recognition for their crucial work.
This isn't about gaming the system or claiming benefits people don't deserve. It's about ensuring that the safety net we all contribute to actually catches people when they need it.

How we work
